So if it quacks like a duck, what other animal could be quacking?

A human quacking. Either as a childhood type game, or maybe as a duck call to hunt ducks, or as a duck call to send covert messages to other hunters because he is after a more intelligent target...

Somehow, I think this all started when a couple of duck hunters were debating whether or not their permits covered any of the various dabblers often labelled as "duck."

Joe: You can't shoot that. It's a northern shoveler!
Mike: A northern shoveler is a duck.
Joe: No, ducks are those birds with the green heads and the Presbyterian clergy collars.
Mike: No, those are mallards, and they're Catholic clergy collars.
(Religious debate ensues, whereby they compromise and agree to call them Lutheran collars)
Joe: So can we kill it or not?
Mike: All I know is if it walks like a duck and it quacks like a duck, then it probably is a duck.
(Then follows a volley of riflery, after which they sadly discover that Old Man Pritchard also had flat feet and a rather quacky voice. After that, they instituted the definition given by @Radagast just to be safe).

As a ponderer of philosophy I often think bout that saying, its a good one... I did have an experience as a kid, there was a traveling petting zoo visiting nearby, and as I walked by the big animal trailer they traveled in, i heard sheep baaing and people singing happy birthday, I looked in the trailer door only to see about 15 parrots mimicking sheep and singing happy birthday in unison... perfectly
