Sounds like a domain or local group policy has been set to block Safari maybe. If it is a laptop and you plug this into a network at work or college for example this could be the result. If you just use it at home then group policies should not come into play usually - maybe your anti virus product is causing this to happen?

Difficult to suggest a fix without knowing exactly what is causing it - maybe you give us some more clues, is it Windows itself or an another application that comes up with that message?

The only policies I'm aware of exist only in Win7 Professional and above. Home Premium doesn't have them. One other way restrictions can be placed is through the Task Scheduler, but that seems unlikely.

If it's a User Account Control thing, you might get around it by right-clicking the installation file and selecting "Run as administrator".

Apple apparently kills Windows PC support in Safari 6.0

I use a mac and rarely use Safari anymore (though it used to be great)~serious memory hog; not popular amongst the denizens of MacRumors~Firefox seems to be browser of choice with Chrome in second place..

Download Safari 5.1.7 - Technical Details - FileHippo.com

Title:Safari 5.1.7
Filename:SafariSetup.exe
File size:36.71MB (38,494,576 bytes)
Requirements:Windows XP / 2003 / Vista / Windows7 / XP64 / Vista64 / Windows7 64

Were you trying to install Safari 5 or 6?

Unless something has changed, then policies should exist at all levels of Windows, since they're a feature of the OS (maybe the registry?) itself.

Pro versions and above simply make it easier to work with them by having an actual Policy Manager, AFAICT. I'm judging this off of the case of XP, though: I'm pretty sure that the policy system was in place on XP Home, but the user just didn't have ready access to it without doing some spelunking.

I remember coming across some registry values once that won't work in Home editions. But I can't be specific at this point. Maybe some manual settings will work and others not.
