Define revival.

I don't think God "suddeny decides" anything. Whatever He does He has planned from the beginning. The idea that God is drifting thru time (which is a THING He created), like we creatures are, trying this, deciding that, surprised by events here and there, is called anthropomorphism, and is silly. Any being that can design and create something as complex as a single grain of salt is far above our level of existence, and He's done a tad more than that.

Just because we believe it’s God who calls us to salvation doesn’t mean that he can’t use people in his work. This use could be a missionary going and preaching the gospel in a geographical location.

Allow me to answer your other question with a question myself. Do you think you can pray for loved ones salvation?

God definitely moves in geographic areas. And He also moves more broadly. God is not predictable. "The Spirit [wind] blows where He wills, and you can't tell where He's come from or going to, you just hear the sound; and it's the same way with all those born[e] of the Spirit [wind]" John 3:... maybe :5 or :6?
