When these are violated natural law (God's law) is violated. Plenty of innocents are also victims in these upheavals. Still these warnings are given in advance in the hope that as many sinners as possible will repent. The miracle of Nineveh that the reluctant Jonah witnessed was (regrettably) exceptional.
