it's informal writing. using "you" to address the audience. i guess that's a definition of it. i did a google search on it and came up with a few sites:

http://www.writersblock.ca/tips/monthtip/tipsep97.htm
http://www.findarticles.com/p/articles/mi_m2342/is_2_37/ai_108267994

i'm guessing an example would be like:

you walk into the highschool and look around. to your left, lockers line the walls, the paint chipping and rusting. on the right are old waterfountains that had seen better days. the drone of many students talking about their weekend begins to give you a headache and you wish you'd skipped school that day. it's not going to be your day.

it's a really poor example but it's all i could come up with. i never really wrote in second person so it looks really weird to me. i hope that's right and that this post makes sense.

it depends how it's done. it can work well but it's not easy. of course if you're writing something like a formal thesis it's a bad idea. big no no. but then so are contractions but that's another matter.
