This non-denominational church that my husband & I might attend (we're confused and churchless at present) has a website that lists the things they believe in. There is a small paragraph on tithing. This isn't the only church that has this on their website. Aren't they being a bit presumptious. Isn't that between the person & God.

No, not in m opinion. I will get a lot of argument on this, but the tithe (literally, "a tenth") is part of the Law, and the Law, to the extent it is our tutor, the measuring rod of our behavior, has not "passed away." It's condemning aspects are negated because Jesus fulfilled it's requirements, but He's not putting 10% in the collection plate for you. He will, however, bless you beyond all you can ask or imagine if you are faithful to this command, the least favorite of most Christians to obey.
The prophet Malachi wrote, "Bring the whole tithe into the storehouse, so that there may be food in My house, and test Me now in this," says the LORD of hosts, "if I will not open for you the windows of heaven and pour out for you a blessing until it overflows." (Malachi 3:10)
