Purpose of Structure

Just wondering if someone could explain to me the purpose of the Adventist Church structure. It seems way too heavy to me.

General Conference
South Pacific Division
Australia Union
Victorian Conference
Local Church

So couldn't we cut at least one or two of those levels out of the middle?
Why is the church so hierarchical?

It is the system that the early leaders adopted which worked well during that time.....

It works when you have a small membership but now we have grown have they considered restructuring or reviewing the set up? If its still needed fine if not why be afraid to change, some people goona lose their power structure which can only be a good thing- too much politics as it it.

Unfortunately I agree with the "too much politics". Its a shame we are all human
