But let's be clear about this. This is to come from our spirit receiving from God's spirit through His logos and rhema, not just any ole thing our flesh decides to do.
The words I say to you are not just my own. Rather, it is the Father, living in me, who is doing his work. Believe me when I say that I am in the Father and the Father is in me; or at least believe on the evidence of the miracles themselves. I tell you the truth, anyone who has faith in me will do what I have been doing. He will do even greater things than these because I am going to the Father. And I will do whatever you ask in my name, so that the Son may bring glory to the Father. you may ask me for anything in my name and I will do it.

Once we have spent the time fellowshipping with God over the issue and getting an understanding of God's will for it, we can, as directed by the Holy Spirit, take a position of authority, using the Name of Jesus, to deal with that issue - that is, if it needs an authoritative word from us.
Jesus said in one place (and you can look it up), "As the Father sent me, so send I you. Go into all the world and preach the good news." (my paraphrase). This means that for us to go and fulfil the great commission, we receive authority from Jesus in His Name, just as Jesus received authority from His Father. He did not have to say 'in the name of the Father', because He was God as well. Jesus had the authority to use His own Name to use authority in a situation. But He didn't even have to say 'in My Name'; all Jesus had to do was to speak the word of authority from Himself. Jesus is the only one who can do this in His own right.
But now that Jesus has gone to be at the right hand of the Father, He has given us the power of attorney to use His Name to speak the word of authority into a situation when the issue requires it. Therefore, we do not speak in our our names, but as His representatives, using His Name in the same way as the King's representative used the King's signet to show that he had the authority of the King of the land to settle an issue. This is the same as a District Court judge having a warrant from the Queen of England to dispense justice in the name of the Crown (In British commonwealth countries). The judge does not do it in his or her own right. Justice is being dispensed in the name of the Crown of England and according to Acts of Parliament.
In the same way, we as Christians have the King's signet, and a warrant from the Crown of Heaven to do the work of Christ in the world. This is the authority I am talking about. I leave it to you to find the Scriptural references to back this up. I am sure that there are many.

As I and others on this thread have already said, the scriptures concerning this subject are scattered all over the New Testament, but I would start by looking in your concordance for every scripture that has the phrase 'in Christ'. You will find many.
Study these passages and ask the Holy Spirit to lead you in understanding them. Out of learning my identity in Christ came the further understanding of the authority of the believer, and from that came the commanding prayers.
I have had on my bookshelf for about 15 years, a book called 'God's New Creation' by Jack Taylor. I looked on Amazon for you and it can still be purchased for $4.50, if you want to do a study. It's very understandable, even if you are a relatively new christian.
There is a reason I use the term, praying upward, commanding downward. Revelations 1:5 says, ".......and has made us kings and priests to His God and Father.............."
In the role of priest unto God, I worship, pray, praise, inquire, and intercede upward to the Father in Jesus' Name, by the Holy Spirit.
In the role of king, serving the King of kings, I assume by faith, my heavenly position in Christ, and using the delegated authority, command downward the things He shows me are His will and purpose.
