For example, Pen Pen from Evangelion(my avatar) has personality. He could practically have his own show.

Since Pen-Pen's already taken...probably Kenen from Mamotte Shugogetten. I'm not quite sure why, but I think it may be that I just think it looks cute. The series as a whole reminds me of something that I would've liked when I was younger (and it actually feels familiar in that sense, too, but since it's never been released in the U.S. I'm sure it's just something about it, not the show itself). And since very few of you probably know what I'm talking about, here's some screenshots (I'm sure it'll be pretty easy to figure out which one Kenen is):
