What makes you think those reborn of God's seed still have anything from the old vessel ?
It is written..." Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new." (2 Cor 5:17)

The only way it makes any sense for God to condemn someone is if he or she has free will and uses his or her free will to decide to reject Christ and refuse to repent of his or her sins. It certainly makes no sense to condemn someone for not believing in Christ if he or she is not even capable of doing so.
