Is it moral/ethical for departing governmental officials (who have this power) to pardon people simply because they don't agree with the law they were convicted under or in spite (as it seems some politicians do)?

I don't think it is personally.

Sometimes it is. Most of the time pardons are payoffs to various friends of the people pardoned or even to the pardoned people themselves. The justice system is like the rest of the world. If you know the right people your bread is buttered.
