Exodus prohibits the making of an idol, meaning some other god to be worshipped. The examples given:
Exo 20:4
Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth:
Those examples include signs of the zodiac, animals, or fish. The Israelites were commanded not to make for themselves those gods and worship them. But then later in Exodus God commands the Israelites to make images:
Exo 25:18
And thou shalt make two cherubims of gold, of beaten work shalt thou make them, in the two ends of the mercy seat.
So not all images are prohibited.
