I imagine it is along the lines that if enough people have been regarding X as a saint for enough hundred years, then he/she probably is.

Bear in mind, the Orthodox church doesn't do things quickly - none of this trying to beat the previous pope in the new saint creation process.

It usually happens that an area will hold someone locally up to be a saint and over time that person has a chance to be recognized as a saint. I admit the process is not exact and you very easily have reposed fathers, monks and bishops who are considered saints locally but not in other areas.

A good current example is Fr. Seraphim Rose who is considered a saint in various areas in Russia and by many Orthodox in the USA.
