The earliest Saints were generally martyrs, whose graves were visited and tended by followers of Jesus who remembered them fondly and who assumed that (due to their profession of the faith in the face of persecution unto death) they were in the presence of the Father.

Clearly nobody (or very few people) in the church's first decades had such a devotion to Judas. His grave wasn't visited (perhaps they didn't even know where it was) and people didn't remember him fondly. As a result - no tradition of venerating his memory grew up, and so he is not remembered as a Saint today.
