One reason that the virus is spreading so is because many people don't think the rules apply to them, much like people who cross the street against the light. The "Don't Walk" sign just doesn't apply to them. Many of course do this on purpose. Many are so locked into a contrarian way of thinking that they are actually unable to follow instructions.
