If we give kids condoms it will encourage them to have sex, the same way giving them seatbelts encourages them to have car accidents.

Students are not supposed to be given condoms in schools. Students are not going to school to learn how to have sex, schools were created to educate students, to prepare them for work. Students are not ready for sex. Contrary to popular belief not all students are having sex. The reason why more teens are becoming sexually active is because of the prevalence of sexual songs, pornography, and adult shows and movies. Pornography especially is one of the biggest problems in this world that needs to be stopped.

I assume we can agree that at least some highschool students will have sex, and there's at least a chance that some of those will use a condom, and thereby be better protected against unwanted pregnancy and disease, if provided a condom rather than not.
Perhaps sex ed has changed, but I remember when I was in it, there were quite a few presentations of the physical mechanics of sexual activity. How are students who are not intending to have sex harmed by be given a condom?

This is kinda on topic, but the CDC released the Youth Risk Behavior Survellance Survey back in february. It's an annual survey given to teenagers that started being given in 1991 (kids born as early as 1972). The results indicate that kids today.... are doing pretty well. They are more likely to use birth control of some sort if they are sexually active (though condom usage fell after 2003), less likely to have had sex, seem to have sex less often, and are having sex later. There's a bit of wobble in the numbers since 1991, but the general trend has been in a desirable direction.
On non-sex related issues, kids are also less likely to drink alcohol, smoke, fight, binge drink, use cocaine, and carry a weapon.
