Need advice on Video Input/output cards

I would like to put a video onto my computer to edit it and then be able to put it back onto vhs so naturally I need a card/cards with the RCA jack......can someone direct me with this, I have not kept up on technology in the last 6-8 months so I'm not sure what I'm getting into here.....

I have a Dell Dimension 2350
Windows XP Professional
Celeron 2.2ghz
768mb pc2100 ddr-ram
3 open PCI slots
Onboard Video/Sound

I'm looking to do this in $60 and under, but can go up to as much as $80 total......here is what I have found so far, does anyone have any experience with this or know of anything better or even a better price on these?

Well, the first one is only TV out, and I wouldn't touch it with a 20 foot pole anyways. That chipset rotted large.

The second one might do the job. Have you looked into the Radeon All-in-Wonder series of cards? It will be hard to find one that is PCI, but E-Bay would probably have a couple. That or Pricewatch.com or something like that.

I don't know if I can even order them anymore. I can always try my friend at one of my suppliers on Monday if you can't come up with anything and want me to ship you one.

Well, I found something even better, lol.....it cost more than I wanted to pay ($111.29us after shipping & taxes).....but it does what I want it to do plus I get a free remote with it :) but I had to order today because today was the last day to get the free remote :)

I just ordered it from Comp USA, but Tigerdirect had a better description and view of it.....

yeah, definetly out of the question, lol.....I already spend 2x the amount I wanted to.....plus I don't have any firewire port yet, I plan on adding that and more usb ports at a later time.......I have another question about usb ports, but I will start a new topic.....

yeah....thanks anyways, but that's not quite what I need......I need a PCI card, my Dell doesn't have an AGP slot in it.....plus I need the video in and Video out....I'm getting the video in, Video out, sound in, sound out, Tv In, and (having a brain fart so I'll call it a place to plug in my monitor, lol)......and it comes with the adapters to plug in the rca jacks to my vcr......all for $111.29 after taxes and shipping......
