local and state officials who failed to do their job as the first responders. The plain fact is, lives were needlessly lost in New Orleans due to the failure of Louisiana's governor, Kathleen Blanco, and the city's mayor, Ray Nagin.

The primary responsibility for dealing with emergencies does not belong to the federal government. It belongs to local and state officials who are charged by law with the management of the crucial first response to disasters. First response should be carried out by local and state emergency personnel under the supervision of the state governor and his/her emergency operations center.

This will entail providing a coordinated, comprehensive federal response to any large-scale crisis and mounting a swift and effective recovery effort.

But you forget that Bush and the Republicans can do no wrong, but because the mayor and governor are Democratic it must be their fault. Can't wait to see the spin on this one.

Here's some more...

Mayor Nagin was responsible for giving the order for mandatory evacuation and supervising the actual evacuation: His office of Emergency Preparedness (not the federal government) must coordinate with the state on elements of evacuation and assist in directing the transportation of evacuees to staging areas. Mayor Nagin had to be encouraged by the governor to contact the National Hurricane Center before he finally, belatedly, issued the order for mandatory evacuation.

The city's evacuation plan states: "The city of New Orleans will utilize all available resources to quickly and safely evacuate threatened areas." But even though the city has enough school and transit buses to evacuate 12,000 citizens per fleet run, the mayor did not use them.

The Democrats are to blame for what happened because, well -- they are.

We can all go to the 211 Democratic congressmen and the 45 Democratic senators and point our fingers and say -- THIS IS YOUR FAULT, AND YOU CAUSED THIS.

Because they did. Why? Because they're Democrats.

I don't think it has anything to do with the Mayor or the governor. Look at what the liberal news media has told us. First they have said that the President called the governor to issue an evacuation more than 48 hours before the storm hit. So why did they wait till 14 hours before to order the mandetory evacuation? You can't blame that one on Bush. U.S. Policy also states that it can take up to 48 hours for advanced efforts to arrive in affected locations. If you have been watching tv though, you noticed search and rescue ops started 12 hours after the storm hit.

They're Democrats so they can't have any blame...?

The only ones pointing fingers are the Democrats.

I never said Bush and FEMA did not screw up... but the situation started with Nagin and Blanco.

Here's some more from the article.

Detailed written plans were already in place to evacuate more than a million people. The plans projected that 300,000 people would need transportation in the event of a hurricane like Katrina. If the plans had been implemented, thousands of lives would likely have been saved.

In 1998, during a threat by Hurricane George, 14,000 people were sent to the Superdome and theft and vandalism were rampant due to inadequate security. Again, these problems were not corrected.
