I can see two issues:
(1) Could that configuration happen after a pool break?
(2) Is it wrong to believe that a break happened as opposed to somebody setting the balls there or two bad players (like me) taking several turns without accomplishing much?

I guess he was wrong?

In fact, with the right microcode, a robot arm can set those balls up and shoot that configuration 99 times out of 100.

99 out of 100 is pretty sloppy. I was watching a program on TV where the tolerance on the mirror for the Hubble was within one millionth. They had to work at night because the vibration of the cars in the parking lot would throw them off.

Let's say someone broke, and then a second person wrote down a statement claiming that he had not broken, but had simply placed the balls in this position. Later, a third person comes in, reads the documentation and concludes that the documentation MUST be right, and anyone who says the balls reached this position as a result of regular play is terribly wrong. The third person refuses to consider any alternative, and claims, "The documentation says it, that settles it!"

Is the third person right?

Sometimes, yes - other times, they may not have a choice. Just go back to the Salem Witch Trials for all the accused innocents, some too young to know, or some that were talked into admitting they were Witches for a more lenient judgement, only to be condemned anyway.

If they could analyse the position of the balls and see how they could move from the starting configuration to the present configuration, do you think that would give them some useful information about what happened?
