Take a compressed paper board that has a rough surface that is designed to hold plaster.
Sketch onto this a picture of say a pond with a big castle in the background. Now apply plaster of Paris to the board to give the castle and so forth a 2 dimensional depth that is reaching forward.
Next, get some aluminum foil and crumble it up into a ball, then uncrumble it thus leaving plenty of wrinkles.
Now apply white glue to you 2D board once it is dry and start placing the wrinkled aluminum foil to the surface. Use a spoon or something the kneed the aluminum into all the nooks and crannies. Cover the entire board.
Also you might want to tear the foil edges before using each piece such that no straight edges will be visible on the final work.
Next use a black stain and apply this to the aluminum surface.
Next, take a cloth and remove the excess stain, thus allowing some of the shiny aluminum to show through yet still giving it the overall appearance of true hard metal rather than aluminum.
Someone I know did this and each piece of art looked so impressive that they ended up on display in a museum.
