The opposite is also true. No church can operate outside of local laws or it will be shut down and dissolved. It's not a problem because no church tries to. God's will for man is through local laws. The crucifixion for example.

Romans 13:1
Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.

Hebrews 13:17
Obey your leaders and submit to them, for they are keeping watch over your souls, as those who will have to give an account. Let them do this with joy and not with groaning, for that would be of no advantage to you.

Conversion therapy doesn't convert sinners. It's quackery that gets sold to undiscerning Christians. This is hardly the first time Macarthur has used politics, half-truths, and antagonism to juice his audience.
