Looking for scripture

Hi

Someone I know is looking for a particular scripture they read a long time ago.

It is in the old testament and is where God wanted to cast judgement on a town and he couldn't because someone was praying for that town and God had to ask this person to stop praying as he couldn't destroy the town until the person did.

Any ideas?
