LCMS: Blue Ribbon Panel... info needed

I've heard bits and pieces about the LCMS President's Blue Ribbon Panel, and the changes that it is suggesting in the polity of the synod.

I'm looking for a clear explanation of 1) how it currently is and 2) how the proposed plans will change it.

Our Pastor is trying to pull together a briefing on the suggestions, and I told him I'd ask this forum, since we have such a wealth of knowledge of things Lutheran.

If you look at this site, it has links to both the Blue Ribbon Report and to the counter proposal of Matthew Harrison ("It's Time"). As a long time LCMS member/pastor, I find that Harrison's paper is one of the few sound voices on this whole topic.

Not being in the LCMS at present, I don't have a dog in the fight.

I think Madison is being promoted as a possible candidate for synod presidency.

thank you! I've also been reading the transcripts from Issues, Etc.'s interviews with Dr. Ken Schurb, which have been very helpful.

Is anyone else dealing with this in their congregation? Have you used particular presentations or handouts? The LCMS presentation on How the church is organized was particularly helpful to me to understand how we work now.
