Is it okay to be annoyed when another believer uses the phrase "thou shall not judge"? It annoys me. I believe that they are well meaning and that others should not be so hypocritical, but to me there is more than one judgment and more than one one type of judgment. For starters, there is godly judgment where some true believers even shall judge the angels. To me, I believe that Jesus was talking about hypocrisy in terms of passing ungodly judgment on someone else, meaning hypocrisy. Could it also be about the soul of someone who is not a believer or even judgement? A hypocrite doesn't always have to be an unbeliever who judges. It could be someone in the church who could be a hypocrite as well. Matthew 7 talks about godly and ungodly judgment and hypocrisy, even among the religious. Seeing clearly isn't just about opening one's physical eye, but I interpret it to be a spiritual eye as well. I also believe that the judgment could also be the Judgment of Christ towards those who pass ungodly judgement on one another.

(John 7:1-6)
"(1)“Do not judge, or you too will be judged. 2 For in the same way you judge others, you will be judged, and with the measure you use, it will be measured to you. 3 “Why do you look at the speck of sawdust in your brother’s eye and pay no attention to the plank in your own eye? 4 How can you say to your brother, ‘Let me take the speck out of your eye,’ when all the time there is a plank in your own eye? 5 You hypocrite, first take the plank out of your own eye, and then you will see clearly to remove the speck from your brother’s eye.
6 “Do not give dogs what is sacred; do not throw your pearls to pigs. If you do, they may trample them under their feet, and turn and tear you to pieces."

I am not that well equipped to answer this but I will share my insight. (I've only been a born again Christian for a few months)

God showed me that I was judgemental and selfish. I judge others for being selfish yet I am selfish. I feel conviction for that.

Also it's wrong to judge people on things like physical appearance. Or to be a bigot and hateful about it. However I do judge murderers and the terrible things I read in the news makes me angry. At the same time I feel bad though as to how someone can be so lost in order to even commit such terrible atrocities. What they did it wrong though. If we didn't judge people like murderers I think that's unhealthy. Obviously we aren't going to let someone who just got out of jail baby sit our kid. Idk

Yes, many do use that scripture out of context. And usually it's to silence someone's critics. I guess nobody likes to receive correction, but we are told to, as friend of says, use discernment when doing so. It would take a pretty good long study to understand all the facets of judging others.
Here's a good explanation I agree with.

Thank you Jeff, you are correct....

11. My son, do not despise the chastening of the LORD, nor be weary of His correction; (Proverbs 3:11)

10. There is grievous correction for him who forsakes the way; he who hates reproof shall die. (Proverbs 15:10)

1 My child, pay attention and listen to my wisdom and insight. 2 Then you will know how to behave properly, and your words will show that you have knowledge. (5:1)

23 For the commandment is a lamp, and the law a light; Reproofs of instruction are the way of life (6:23)

8 But a wise man, when rebuked, will love you all the more. (9:8)
