You are certainly right in stating "...you have to take it in context." And a look at the context in which our Lord was speaking may be found in verse 40 of chap.9.
He was responding to the Pharisees (who incidentally almost always got everything wrong), and by the time we get to 10:16 Jesus is plainly saying that He "has" (present tense interestingly) "...other sheep..." (not goats), and so He was referring to Gentiles in contrast to Jews. Guaranteed not "aliens", in the sense of extra-terrestrials, but indeed aliens from the promises given to Israel.
Ephesians 2:11-13... "Therefore remember that you, once Gentiles in the flesh-- who are called Uncircumcision by what is called the Circumcision made in the flesh by hands-- (i.e. Jews) that at that time you were without Christ, being
aliens from the commonwealth of Israel and strangers from the covenants of promise, having no hope and without God in the world.
"But now
in Christ Jesus you who were far off have been brought near by the blood of Christ."
Verse 14,15... "For He Himself is our peace, who has made
both one, and has broken down the middle wall of separation, having
abolished in His flesh the enmity, that is, the law of commandments
contained in ordinances, so as to create in Himself one new man
from the two,
thus making peace." (NKJV).
There is much to be gained from understanding this passage of God's Word.
