From what I can make out, Biden has been very careful to avoid a full on US-Russian conflict. That is why there are no US troops on Ukrainian soil.
I don't know who this major illegal arms dealer is, or what evidence you have that any of Biden's actions in office were explicitly to defend him. If you have only conspiracy theories and disinformation to impart, I suggest you do us all a favour and keep it to yourself.
