How does God rule? Do God and Christ rule together by themselves?
The Bible strongly suggests there is a government in Heaven as we know a government to be in structure...various individuals who have been delegated various tasks in accordance with the structure of government. 1 Peter 2:13-15 says, “Be subject for the Lord's sake to every human institution, whether it be to the emperor as supreme, or to governors as sent by him to punish those who do evil and to praise those who do good. For this is the will of God, that by doing good you should put to silence the ignorance of foolish people.” This are not the earthly emperor or governors as referred to in Romans 13:1, but, rather, the angels whom God has delegated authority to. Daniel 7:27 says, “And the kingdom and the dominion and the greatness of the kingdoms under the whole heaven shall be given to the people of the saints of the Most High; their kingdom shall be an everlasting kingdom, and all dominions shall serve and obey them.”
And as for Jesus, Isaiah 9:6 says “For to us a child is born, to us a son is given; and the GOVERNMENT shall be upon his shoulder...” Jesus himself says in Matthew 18:10 “See that you do not despise one of these little ones. For I tell you that in heaven their angels always see the face of my Father who is in heaven.”
So, God is not a one-man show, nor is the holy trinity a trio by itself. There are angels doing their part in the function of God’s Kingdom.
Can God and Jesus do it all by themselves? God can do anything, but He has given the angels a part in the rule of His Kingdom. Did God do this to establish order in His Kingdom, making the angels feel that they belong lest they rebel like Satan did? That is not to say that Satan wouldn’t have rebelled anyway.
But what if there was disorder in God’s Kingdom? Would there be an effect on God and Jesus’ appeal to us of the eternal life in God’s Kingdom that awaits? Would God be concerned that as far as disorder goes, we would see no difference than the disorder we presently experience on earth?
What kind of government, then, is there in God’s Kingdom? I tell you it is a monarchy in the sense that it is God’s Word that others, including Lord Jesus, abide by. In a sense, democracy is an earthly thing, with the people deciding who the earthy rulers should be. Many of those people do so in their love of God, with the hope that a government that rules is one that is mentioned in Romans 13:1. But the Bible tells us that whatever forms of earthly government exist, they are temporary as eventually the Lord will sweep into Heaven those whom he judges to have loved him and eachother, and others whom he may bring into Heaven by His Grace alone.
