If your local law is against it, you are violating it, whether it is a sin or not. If you are downloading a current movie, then yes. If you are downloading an inaccessible movie otherwise, then maybe not. There is a gray area.

If your conscience convicts you as a sin, then don't do it. If you are downloading an old edition of the book, then maybe not. It is okay if you are downing a book that is not copyrighted.
