In general, of course it's ethical.
There are, however, jobs where employees are told they are not to accept gratuities. In those cases the employees should refuse them.

Yes... in some industries it is the accepted method of paying for service. Without tips, waiters, bartenders, etc. would get paid nothing. Their wages are only high enough to cover the business's tax liabilities and such for the employee.
