Before you get the wrong idea, let me explain.
I don't mind flirting in and of itself (what girl would?), but what I hate is guys who will flirt with anyone just to flirt. That I can't stand. Why? Because you think they're flirting with you because they like you, so you get this wonderful confidence about yourself only for it to come crashing down after you realise they had no intentions of pursuing you.
Guys, please don't do this. Seriously. We ladies are schooled to believe that guys show their interest in us through flirtation, so do us a favor and don't flirt unless you really like us. Otherwise, you're just a huge douchebag if you get off on toying with people like that.

Many times someone will misinterpret friendliness with flirting. Sometimes you just can't win!The problem here is that there are two people in this situation. It could well be there is no attempt to lead you on, or even flirt, but you choose to interpret it that way because you're interested. IMHO, any time a girl runs across an attractive and/or well to do man even the most minimal levels of attention are interpreted as flirting because they want it to be. Just like there are men that a prone to believe any attention they get from a woman is a sign of interest.
Being as you can't control other people it seems like the only wise thing to do here is not to assume someone is going to pursue you until they actually do it.
