I am not even sure where Latvia is?

There are lots of bullet point pages and pages with images... and the book is less than 100 pages.

I wonder if the US gov puts out something like this for Americans.

The material about living in an active combat zone is interesting. In the US, this is something we do not worry about. At least not an active combat zone where foreign invaders are involved. The consensus is that the US is un-invadable; there are oceans east and west and strong allies to the north and south. Any military transports via water or air would be eliminated before they came within a thousand miles of our coast. The only exceptions are if there were a nuclear strike, a large natural catastrophe, or an internal upheaval that completely disabled the US. A 9.5+ quake (west coast, northwest, or new Madrid) could altogether disable the nation. If the supervolcano popped, that would have devastating effects. Even then, our nuclear subs could eliminate whole nations from the face of the earth... so that would give any opportunistic invader pause.
