How should the United Nations armaments embargo of Yemen be enforced?

And by whom?

And if it should be enforced by the use of military assets, What should be the rules of engagement?

Good questions. I know we are sending an aircraft carrier and I've read that the Saudis may intercept the Iranian ships that may contain Surface to Arm Missiles that could shoot down the F-15's or other aircraft in use to attack the rebels in Yemen.
