Your heading is inaccurate. The origin of the drones is unknown but you said they were from Russia and China.
Indeed -- "unknown" means that neither Russia or China can be ruled out ---
Now I know that some folks would like to suppose that those drones that can't be touched are really being flown by KFC or MacDonalds or Disney - So I would agree that "unknown" includes those options as well.
But if I tell you that some unknown persons (unknown to the bank and to authorities) were allowed to wander around in your bank's vault for 17 days without being stopped -- it would be much wiser to assume they were up to no good rather than assume that all of these guys were pastors, clerics ... saying prayers over the assets for 17 days -- would you not agree??

I would believe it's China and since we tried to cover up the Chinese spy balloon incidents it doesn't surprise me about drones. I don't think it's Canada or Mexican drones
The question is - why let China, or Russia, or KFC or MacDonalds, or Mexico or ... -- fly directly over restricted no-fly-zone air space above Langley for 17 days as if "nothing can go wrong"?
Is it really just glaring "incompetence" the way they are trying to sell this??
I have it on good authority that a number of years ago they started having problems with private individuals trying to fly drones into restricted airspace and they did figure a way to stop that sort of thing... so now they tell us that they were just too incompetent to stop this one?
Let's say for the sake of argument -- giving them the most grace/credit possible - that the person telling the news that they were clueless for 17 days, turns out to be dead wrong. Let's suppose that this was actually Langley themselves conducting a drone exercise to test something out or figure something out. They could have seen their blunder-statement in Dec of 2023 giving the egg-on-face story to the press and then a day or two later simply update/correct it by saying "oops that release was not vetted/authorized the real truth is that those drones - were us doing some sort of test".
That would have been easy enough to do. Much better than "fire me... I am incompetent... we don't know what we are doing here...that's just how incompetent we are folks".

On the other hand - if the real story is that "yes we don't know who is doing that" and is also "Yes we tried to stop them but we could not" and also "we are not sure how to say this without making everyone feel uneasy ... but it has to be said"...
Well that would explain a few things. At least it would make more sense.
