I agree with brinny.

Also find a place you like to go to and go regularly. Over time you can get to know the regulars and the people who work there. A good thing about this is that the people you come across each time probably have a similar schedule and routine as you.

We have a dinner here where these men gather for coffee all the time. They met each other there. They go every day and just sit on the bar stools sipping coffee and talking with each other.

I made friends at the library because I was going a lot when I was in college classes. I became friends with other library regulars and the staff.

If you have a job, then take advantage of company lunches or parties or special training sessions to get in a little small talk or ice breaking conversations.

How do you get to know others outside of social media?

My personal experience is that I got to know others before there was a social media at all . The places this happened were at church, school, work, community center, my front porch, barber shop, parties, and anywhere else people gathered. I do not know if those places have become places that no longer afford people the opportunities I had, but I am hoping they may still fill that need.
