How do they decide what a saints patronage is?

I believe that it usually has something to do with what the saint in particular did on this earth or was well known for.

Example: St. Patrick of Ireland brought Christianity to Ireland, thus it makes sense for the Roman Catholic Church to dub him "Patron Saint of Ireland". In the Orthodox Church he may be something like "St. Patrick, bishop of <insert city in Ireland> and Enlightener of the Irish".
