The angel Raphael instructed Tobias the younger to anoint his father's eyes with the gall of a fish which Tobias the younger had kept from an earlier incident by the instruction of St. Raphael. Upon the anointing, Tobias the elder's eyes produced a kind of thin film (like egg shells), which his son then removed, restoring his sight.

The interesting thing about the story of Tobias is that the miracle of giving sight to the blind was reserved as a miracle for Jesus as a sign that He was the messiah! How then can the book of Tobit be inspired, since it was a story which was supposed to have happen before Jesus gave sight to the blind?

In the Book of Tobias it is made very clear that it is God, through the intercession of His angel Raphael, who gives Tobias his sight back.

Also, by your logic, 2 Kings is not inspired:

2 Kings 6:18: And when they came down to him, Elisha prayed unto the LORD, and said, Smite this people, I pray thee, with blindness. And he smote them with blindness according to the word of Elisha.
19: And Elisha said unto them, This is not the way, neither is this the city: follow me, and I will bring you to the man whom ye seek. But he led them to Samaria.
20: And it came to pass, when they were come into Samaria, that Elisha said, LORD, open the eyes of these men, that they may see. And the LORD opened their eyes, and they saw; and, behold, they were in the midst of Samaria.
