John the Baptist is telling the Jews that they are not children of Abraham because of their birth or their law-keeping. It is a reference to the spiritual Israel that Paul speaks of in Rom. 2:28 and Gal. 6:16.

Why is the reference not "children of promise" in Galatians 3:29, Romans 9:8?

"it is not the children of the flesh who are children of God, but the children of the promise are regarded as descendants"
