In some situations that is very true. But it is not stated in a way that makes it a be all, end all. Essentially it addresses the variable issues involved. Culpability and circumstance vary in these situations. So what the Pope has done is laid out a guide to what marriage and family are using our constant teaching. This provides a frame work. So it is not conscience is supreme with no frame. It is conscience must come into play when rules are too rigid to actually convey teaching. Not when we want teaching to be other than what it is.
