the denomination that represents this viewpoint is the Protestant Reformed churches, their webpage is at:

they are the rightwing of Calvinism/reformed theology on the topic and are not speaking for most of us. The distinction between the outer call and the inner call solves most of the problems they seem to pose.

we are commanded to engage in the outer call. period.

My favorite answer to this question is from Romans 10:14 and 15


Rom 10:14 But how are they to call on him in whom they have not believed? And how are they to believe in him of whom they have never heard? And how are they to hear without someone preaching?
Rom 10:15 And how are they to preach unless they are sent? As it is written, "How beautiful are the feet of those who preach the good news!"

Paul states plainly that without evangelism there are many who will go to the grave without knowing the Lord. Therefore, God chooses some to be evangelists to go out to bring the word to those he will save. Those who say we don't need missionaries or evangelists are, in my opinion, wrong.

We've been called to preach the Good News. Calvinism only gives us hope that there are some who God is calling who will respond to the message we're giving, and that salvation is not in the hands of man. Cheers to Romans 10:14-15, which was already mentioned, and one of my favorite passages.

I disagree with these statements, actually. I don't think we can call people who hold this position either Calvinistic or Reformed, in any meaningful sense of those words...
