Satan, a liar and a thief, can promise and say anything he wants. Doesn't mean he can deliver, or "answer prayers". He, being a fallen creature, is subject to the Sovereignty and Providence of Almighty God.

Here's some scriptures ...

Job_12:6 The tabernacles of robbers prosper, and they that provoke God are secure; into whose hand God bringeth abundantly.

Jer_12:2 Thou hast planted them, yea, they have taken root: they grow, yea, they bring forth fruit: thou art near in their mouth, and far from their reins.

Mic_6:12 For the rich men thereof are full of violence, and the inhabitants thereof have spoken lies, and their tongue is deceitful in their mouth.

Jer_5:28 They are waxen fat, they shine: yea, they overpass the deeds of the wicked: they judge not the cause, the cause of the fatherless, yet they prosper; and the right of the needy do they not judge.

Jer_12:1 Righteous art thou, O LORD, when I plead with thee: yet let me talk with thee of thy judgments: Wherefore doth the way of the wicked prosper? wherefore are all they happy that deal very treacherously?

Eze_16:13 Thus wast thou decked with gold and silver; and thy raiment was of fine linen, and silk, and broidered work; thou didst eat fine flour, and honey, and oil: and thou wast exceeding beautiful, and thou didst prosper into a kingdom.

But when satan, an accuser, offered Jesus the kingdoms of this world it was an accusation that he was not the son of God and that all things that the Father has was in fact not his, including the earth and the fullness thereof, not to mention the entirety of creation both seen and unseen.

How many doctirnes of men have been built upon this lie ...

God's answer to Jeremiah about this very question ...

Jer 12:5 If thou hast run with the footmen, and they have wearied thee, then how canst thou contend with horses? and if in the land of peace, wherein thou trustedst, they wearied thee, then how wilt thou do in the swelling of Jordan?

Tempting (negative) and answering prayers (positive) are two different things. Satan is not omniscient and cannot read our thoughts, but he can predict our behavior. So, I would say that he can tempt us into doing evil things and thus deceive us into believing that our prayers are answered.
Let's illustrate that with a practical example. A woman prays for a godly husband and is drawn to a soon-to-be-divorced man, handsome and wealthy who tells her that he wants to divorce his wife for unbiblical reasons. Well, if she lives in the Word, she will surely realize that Satan is tempting her.

If you want to deal with the devil, put on the armor of God (Ephesians 6:11-19).

I can think of one passage where a demon tried to thwart Daniel's prayer from being answered (Daniel 10).
Daniel fasted and prayed for three weeks and watch what the angel said, "Then he [the angel] said to me, “Do not fear, Daniel, for from the first day that you set your heart to understand, and to humble yourself before your God, your words were heard; and I have come because of your words. But the prince of the kingdom of Persia withstood me twenty-one days; and behold, Michael, one of the chief princes, came to help me, for I had been left alone there with the kings of Persia." (Daniel 10:12-13)

Now, Daniel's prayer was heard on day one but answered three weeks later. Why? Because Satan tried to block God's answer to Daniel's prayer.
So that's all he could do based on this example and I can't think of another similar example, but bottom line is that the Bible does not teach that holy angels and let alone fallen ones are omniscient. Nor does the Bible teach that we should whisper our prayers. We are taught to go boldly before the throne of grace.
