Here I consider a nuance of the English word want.

1 Timothy 2:4a

[God] desires all people to be saved.
Strong's Greek: 2309. θέλω (theló) — 209 Occurrences

BDAG:
① to have a desire for someth., wish to have, desire, want
② to have someth. in mind for oneself, of purpose, resolve, will, wish, want, be ready
③ to take pleasure in, like
④ to have an opinion

Jesus said in Luke 12:

49, "I have come to bring fire on the earth, and how I wish [G2309] it were already kindled!"
Luke 13:

34, "O Jerusalem, Jerusalem, you who kill the prophets and stone those sent to you, how often I have longed to gather your children together, as a hen gathers her chicks under her wings, but you were not willing [G2309]!"
2 Peter 3:

9 The Lord is not slow in keeping his promise, as some understand slowness. Instead he is patient with you, not wanting anyone to perish, but everyone to come to repentance.
Strong's Greek: 1014. βούλομαι (boulomai) — 37 Occurrences

BDAG:

God desired that Israel have only Him as King and that no man divorce his wife.

Nevertheless, Matthew 25:

46 Then they will go away to eternal punishment, but the righteous to eternal life.
The unrighteous are destined to eternal punishment.

Does God want to send anyone to hell?

God may or may not want to send anyone to hell. But let's stick to the biblical wording precisely. God does not desire (G2309, G1014) to send anyone to eternal punishment. Nevertheless, some will go there.

Might be worth mentioning the etymology, or at least, the old English use of the word, 'want', implying the lack of something. The Greek may be similar, there— I'm not sure.

Hell is the grave ... there is no eternal punishing place ... God is NOT a torturing monster.

One either receives eternal life or eternal death. The final judgement is forfeiture of eternal life ... not torture.

If there were to be a eternal punishing place then there is no second death. Death has a final end to it.

After the final judgment the unrepentant receive their punishment. This punishment is called the second death. “Then death and Hades were thrown into the lake of fire. The lake of fire is the second death. Anyone whose name was not found written in the book of life was thrown into the lake of fire” (Rev. 20:14, 15; see also 21:8). The Bible also uses words such as “perishing” and “destruction” in speaking of the ultimate fate of the unrepentant (e.g., 
2 Peter 3:7, 9; John 3:16; Heb. 10:28; Mal. 4:1). These descriptions confirm that the second death refers to annihilation (or extinction) of the unrepentant, rather than a continual and eternal conscious torment.

In the Old Testament, David, Solomon, and the kings of Israel are all said to have “rested with their ancestors” once they died (1 Kings 2:10, 11:43, 14:20, 16:6, 22:50, CSB). And this is in addition to nearly 50 other times the Bible describes death as a sleep-like state, with no activity of the consciousness.

He clearly does not want/desire anyone to go to hell, as evidenced by scriptures like those you posted, so what does that say about the reason that people go to hell? It says that it wasn't God's choice in the first place for them to go to hell, but was their own choice to reject God's offer of salvation. He sends them to hell as punishment and not because He wanted them to go there. Instead, He wants all people to repent (Acts 17:30, 2 Peter 3:9) and to be saved (1 Tim 2:3-6), which is why Jesus died for the sins of the whole world (1 John 2:1-2).

Titus 2:11 For the grace of God has appeared that offers salvation to all people.

God is a God of perfect and absolute Justice and He can not contradict Himself. Just as we can not break the laws of physics if we want to or not.
