In 1948 the Treaty of Brussels was signed between five Celtic toes 1) Belgium 2) France 3) Luxembourg 4) the Netherlands and 5) the United Kingdom, who officially were referred to as, the Western Union;
In 1954 these five World Powers formed the Western European Union, (comprising the Ten most South Western countries of Europe), 1) Belgium 2) France 3) Germany 4) Greece 5) Italy 6) Luxembourg 7) Netherlands 8) Portugal 9) Spain and 10) the United Kingdom, and that treaty was replaced in 2007 by the Treaty of Lisbon, which currently has 28 Phalanges (the actual number of toe bones) members.
21 republics and 7 Monarchies (hmmm, I Wonder, Who could the 8th Monarchy possibly be?)
1) Austria 2) *Belgium 3) Bulgaria 4) Croatia 5) Cyprus 6) Czechia 7) *Denmark 8) Estonia 9) Finland 10) France 11) Germany 12) Greece 13) Hungary 14) Ireland 15) Italy 16) Lativa 17) Lithuania 18) *Luxembourg 19) Malta 20) *Netherlands 21) Poland 22) Portugal 23) Romania 24) Slovakia 25) Slovenia 26) *Spain 27) *Sweden 28) the *United Kingdom
The asterisks mark the current Monarchies of the EU, and the five remaining Monarchies in Europe that have not joined the Union are 1) Andorra 2) Liechtenstein 3) Monaco 4) Norway, and 5) the Vatican, totaling to 12 European Monarchies, or Crowns if you will.
Though the Vatican is considered a State (with a Monarch) it does not meet the full criteria to be a member of the EU, however because it is located in the heart of an EU State, it is intrinsically an integral part of the EU, authorized by the EU to print their own Euros, and having an EU Represenation, subsequently there are only a few obstacles preventing the Vatican from being an official full fledged member of the EU.
Thus (on this particular scale level) the Vatican is the 8th Monarchy, (that is a Member, but not, and yet is):
