The Bible says it isn't, because it says there was nothing about His looks that would make Him exceptional. Quite to the contrary, that picture shows a very handsome man.

I don't think that Jesus was Caucasian, much darker and a bigger nose. The man in the image looks very European. It doesn’t seem likely to me that a man born in the Middle East 2000 years ago would look European.I think it is him because he is conforming to Gods image. His hair is not long. His beard is not to long. And it looks like he is wearing plain clothing and it is white.
I think a fake picture would have him with long hair and a long beard.
