Why did Jacob Allow Shechem To Marry Dinah [His rape victim]. And why his brothers only issue was that Schechem was not circumcised?

Genesis 34
5 When Jacob heard that his daughter Dinah had been defiled, his sons were in the fields with his livestock; so he did nothing about it until they came home. 6 Then Shechem’s father Hamor went out to talk with Jacob. 7 Meanwhile, Jacob’s sons had come in from the fields as soon as they heard what had happened. They were shocked and furious, because Shechem had done an outrageous thing in[a] Israel by sleeping with Jacob’s daughter—a thing that should not be done. 8 But Hamor said to them, “My son Shechem has his heart set on your daughter. Please give her to him as his wife. 9 Intermarry with us; give us your daughters and take our daughters for yourselves. 10 You can settle among us; the land is open to you. Live in it, trade in it, and acquire property in it.” 11 Then Shechem said to Dinah’s father and brothers, “Let me find favor in your eyes, and I will give you whatever you ask. 12 Make the price for the bride and the gift I am to bring as great as you like, and I’ll pay whatever you ask me. Only give me the young woman as my wife.” 13 Because their sister Dinah had been defiled, Jacob’s sons replied deceitfully as they spoke to Shechem and his father Hamor. 14 They said to them, “We can’t do such a thing; we can’t give our sister to a man who is not circumcised

Why did you stop in the middle of the story? You can find your answer in Gen 35:2 Jacob had foreign gods and he was in the flesh not the spirit and he coveted his neighbors property. He pimped out his daughter to get the property he wanted and her brothers took issue with that. We see a story like this with Tamar. Her brother raped her and David would not do anything about it. So her other brothers stepped in to defend her honor.

"So Jacob said to his household and to all who were with him, “Get rid of the foreign gods you have with you, and purify yourselves and change your clothes. 3 Then come, let us go up to Bethel, where I will build an altar to God, who answered me in the day of my distress and who has been with me wherever I have gone.” gen 35 2

For revenge. Read Genesis 34:25-31.

I'm not sure it was a rape as such - from the story, there seems some degree of consent from Dinah, or I find the rest doesn't make sense (Hamor/Shechem's attitude to Jacob is of negotiation rather than war). Rape is an act of war - you don't rape someone, then go and try negotiate for a marriage the next day.

Genesis 34:1 - 4 Now Dinah the daughter of Leah, whom she had borne to Jacob, went out to see the women of the land. And when Shechem the son of Hamor the Hivite, the prince of the land, saw her, he seized her and lay with her and humiliated her. And his soul was drawn to Dinah the daughter of Jacob. He loved the young woman and spoke tenderly to her. So Shechem spoke to his father Hamor, saying, “Get me this girl for my wife.”

With Jacob allowing it, again, sure, the guy was probably outnumbered, but still, would you let your daughter marry someone who had raped her? It implies to me this was different to violent, non-consensual penetration as rape is defined today. Maybe Dinah just didn't call out for help, or maybe went along with it rather than resisting.

With the circumcision, obviously it was so their sister didn't catch AIDS from these dirty Shechemites, and had nothing to do with the plot to kill them in a few days while they were quite tender.
