Luke 2:

14 Glory to God in the highest heaven, and on earth peace to those on whom his favor rests.
This was not universal peace or external peace. John 14:

27 Peace I leave with you; my peace I give you. I do not give to you as the world gives. Do not let your hearts be troubled and do not be afraid.
This was inner peace.

On the other hand, Matthew 10:

34 “Do not suppose that I have come to bring peace to the earth. I did not come to bring peace, but a sword. 35 For I have come to turn “ ‘a man against his father, a daughter against her mother, a daughter-in-law against her mother-in-law— 36 a man’s enemies will be the members of his own household.’
That's about external peace or conflicts.

Was Jesus here to bring peace or not?

Jesus brought inner peace to those who believed in him. In his second coming, he will bring universal and external peace.

How does one make sense of these two conflicting passages?

John 14 was about inner peace, while Matthew 10 was about external peace. Jesus brought us inner peace, and when he returns, he will bring universal peace.

Agree. Jesus did not come to bring world peace, but inner peace. The peace that passes or transcends all understanding.

Philippians 4:7 And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus.

Despite the turmoil that goes on in the world and at times in our lives, we are still at peace in our hearts and minds because of knowing that everything will work out fine in the end when Jesus returns.
