I'm sure this has been brought up before, but God is good and perfect:

yet he created a flawed being, because if he created a good being, Adam and Eve would never have chosen to eat the fruit of knowledge of good and evil.

Some might argue, that if we never chose to eat of the fruit, we would not have free will. However, can't we still have the option and still have chosen not to eat of the fruit?

Since, Adam and Eve chose to rebel against God, did God create an inherently evil being?

God did not create us evil. That speaks to a heart that follows Satan. He did create us with sinful nature. That means every one of us when tempted will sin, not all the time but sometimes. Paul says this.

Rom 7:18 For I know that good itself does not dwell in me, that is, in my sinful nature.

Rom 7:25b So then, I myself in my mind am a slave to God’s law, but in my sinful nature a slave to the law of sin.

Some people use the expression original sin to describe a change that happened when Adam and Eve first sinned, but this goes against the whole concept of what nature means. Our nature is how we were created. If we could change our nature it would not be a natural attribute. Example, nature dictates it take a man and a woman to create offspring. We can not change the laws of nature.

So the NIV interpretation of Paul's scripture verses is that we all have a sinful nature, that means since creation all will sin who are born of the flesh. When we are born of the spirit we have help to be more godly and less sinful. Remember who is the firstborn of the Spirit. Jesus is not only our savior but also our example on how we should try our best to live in this sinful world.

As far as your belaboring on the concept of God creating something less than perfect, that would be creating man with a sinful nature, read Romans 9.

Rom 9:22 What if God, although choosing to show his wrath and make his power known, bore with great patience the objects of his wrath—prepared for destruction? 23 What if he did this to make the riches of his glory known to the objects of his mercy, whom he prepared in advance for glory

It is clear that God can and does create some for glory and some for destruction. We should not dare to question God's plan in creating some for destruction. It is a lie that everyone if given the right guidance/message can be saved.
