I don't think he'll be around for that much longer - look at him, listen to him - the man is not well and under a lot of stress. But I don't doubt for a minute that he would declare martial law if/when he thought/thinks he could get away with it - I don't think he has any compunctions about the legality, morality or suitability of it.I'd be more inclined to think that would more eager to get the US engaged in a conflict (internal OR external) thatis bad enough for him to "Feel the need" to declare Martial Law".
