Looks like the revised bill stripped out various provisions that werent even budget related. Some of those look very complex, like the Pharmacy Benefit Managers reforms. And theres others. Would have saved a lot of pages there.

Honestly, I can see and even support an argument that they should be separate and that policy riders shouldn't be tacked onto must past spending bills. However, that's not the argument being made here.Who needs policy, anyway?
