Is there such a thing as dark matter / energy or do we simply not understand gravity?

Perhaps a bit of both - so far all the modified theories of gravity intended to explain the 'dark matter' observations fall short and require something else in addition, i.e. dark matter!

I heard a suggestion that the 'dark energy' observations might be explained by a gravity that becomes repulsive at cosmological distances, but the consensus seemed to be that it couldn't be made to work.
