Daniel 4:16-17 King James Version (KJV)
16 Let his heart be changed from man's, and let a beast's heart be given unto him; and let seven times pass over him.
17 This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.

16 Let his mind be altered from that of a human being,
and let an animals mind be given to him,
and let seven periods of time go by for him.
17 This announcement is by the decree of the sentinels;
this decision is by the pronouncement of the holy ones,
so that those who are alive may understand
that the Most High has authority over human kingdoms,
and he bestows them on whomever he wishes.
He establishes over them even the lowliest of human beings.

16 This is something different, he end up eating grass like a cow because of him going mad. This is not saying that he acted cruel as though inhuman actions but actually that he would think he was an animal. Seven periods most likely refers to seven years.
17 Holy ones refer to angels; these angels were dressed as soldiers, because the message was given to them and was clear they could much easier take it seriously. Sometimes God has to be more direct with us because we would not be willing to listen other wise. This was going to show as might as the empire was, God was more powerful and always in control. Rome later would fall but before while it was strong even Rome could not over take the faith in Jesus, the church divided Rome into believers and nonbelievers. God stands strong while empires and people and nations fall.
